On multiple occasions, kittens and cats were found in Mineola outside the trash chute of The Porter Regency building on Lincoln Avenue, investigators said. They had suffered blunt force trauma, and their bodies were found bound with duct tape before being placed in cardboard boxes with bed sheets.

Police said that the felines were then discarded into the building’s trash cute and were discovered by both a resident and employee of the Porter Regency building.

The investigation into the abused cats and kittens led to the arrest of Justin Visconti, 37, a Mineola resident who lives in the building.

Visconti was arrested and charged with four counts of New York State Agriculture and Market Law - aggravated cruelty to animals. He is being held pending his arraignment on Wednesday, Nov. 27 at First District Court in Hempstead.
